On March 17, 2026, at the headquarters of the State Bank of Vietnam (SBV), Deputy Governor Nguyen Ngoc Canh met with Ms. Eterin Kvintradze, Director of the IMF Capacity Development Office in Thailand (CDOT).
At the meeting, Deputy Governor Nguyen Ngoc Canh expressed his appreciation for the contributions of Ms. Eterin Kvintradze personally, and CDOT in general, to strengthening the capacity of SBV staff over recent years. He noted that the cooperative relationship between the SBV and CDOT continues to develop sustainably and deliver practical benefits.

Regarding capacity building through training, the Deputy Governor highlighted that the SBV regularly sends staff to participate in training courses and workshops organized by CDOT in both offline and online formats. These programs have been highly appreciated for their up-to-date content, well-structured design, and practical approach, contributing to enhancing the professional capacity of SBV staff in areas such as macroeconomic analysis and forecasting, monetary and financial statistics, balance of payments statistics, and policy advisory.
With regard to technical assistance, the Deputy Governor affirmed that the two key programs—the Forecasting and Policy Analysis System (FPAS) and the External Sector Statistics (ESS)—have achieved important results. The SBV’s FPAS has been largely completed and serves as a useful tool for policy formulation, advisory, and implementation. Meanwhile, the ESS program has enabled the SBV to adopt modern methodologies, supporting a comprehensive review of data coverage, completeness, and timeliness, while aligning with international standards and IMF guidelines in the context of the domestic legal framework.

Regarding future cooperation, Deputy Governor Nguyen Ngoc Canh proposed that CDOT continue to support the SBV in strengthening capacity in areas such as modern monetary policy frameworks, macroeconomic analysis and forecasting, policy transmission modeling, foreign exchange reserve management, monetary and financial statistics, balance of payments, as well as financial stability analysis and banking supervision.

For her part, Ms. Eterin Kvintradze affirmed that CDOT will continue to closely coordinate with the SBV in designing and implementing appropriate and effective capacity development activities, thereby further strengthening cooperation between the SBV and CDOT in particular, and between the SBV and the IMF more broadly.
In addition, the two sides held frank and open discussions on various difficulties and challenges encountered during the implementation of technical assistance programs, as well as future directions for cooperation in completing and standardizing systems, improving data quality, and strengthening statistical and analytical capacity to support supervision, macroeconomic stability, and policy formulation and implementation by the SBV.
