On October 3, 2026, at the Government’s monthly press conference for September 2026, Deputy Governor Pham Thanh Ha of the State Bank of Vietnam (SBV), responding to reporters’ questions on credit management, said that during nine months of 2026, the SBV had implemented credit management measures in line with macroeconomic developments, contributing to inflation control, macroeconomic stability, economic growth, and the safety of the banking system.

According to Deputy Governor Pham Thanh Ha, as of September 30, 2026, total outstanding credit of the banking system stood at approximately VND 20.75 quadrillion, up 11.59% from the end of 2025 and 16.69% year-on-year.
Regarding credit management, the Deputy Governor said the SBV had implemented various measures to create room for credit institutions to provide credit to priority sectors and meet the financing needs of economic growth, while facilitating lending to certain types of real estate projects in line with the policies and directions of the Party and the State.
Specifically, the SBV has instructed credit institutions to proactively extend credit to social housing projects, industrial parks and export processing zones, as well as restaurants, hotels, tourism, ecological and resort projects. Outstanding loans to these sectors will not be included in the real estate credit balance subject to control.
In addition, the SBV has guided commercial banks to proactively exclude loans to enterprises implementing or investing in large-scale and key projects that have broad economic impacts, strong connectivity, and the potential to promote regional and local economic development, thereby contributing to the achievement of the target of double-digit economic growth.

In the remaining months of 2026, the SBV will continue to proactively review, amend and supplement relevant legal documents, mechanisms and policies on banking credit and credit provision to economic sectors, thereby facilitating lending and improving access to credit.
At the same time, the SBV will direct credit institutions to focus credit on priority sectors and key growth drivers; strictly control credit to potentially risky sectors; actively implement credit programs and policies in line with the directions of the Government, the Prime Minister, and the SBV; and implement measures to remove difficulties faced by individuals and businesses and facilitate customers’ access to bank credit. Credit institutions will also strengthen digital transformation to make credit services more accessible to customers.
In addition, the SBV will continue to accelerate the implementation of a number of credit programs, including preferential-interest-rate credit programs targeting key growth drivers and small and medium-sized enterprises; lending programs for the agriculture, forestry and fisheries sectors; a linked lending program for the production, processing and consumption of high-quality, low-emission rice in the Mekong Delta; credit programs for investment in electricity and transport infrastructure and strategic technologies; and social housing lending programs under the Government’s Resolution No. 33/NQ-CP.
The SBV will also continue to support and facilitate the Vietnam Bank for Social Policies in effectively implementing preferential credit programs and policies, while accelerating the implementation of tasks assigned to the banking sector under action programs for the implementation of the Party’s Resolutions and directions, and the National Strategy on Green Growth.
