The Forum was attended by representatives of the leadership of several SBV units. The ADB delegation included Ms. Maria Lomotan, Deputy Director of the Budget, Personnel and Management Systems Department, and Mr. Shantanu Chakraborty, ADB Country Director for Vietnam, together with experts and representatives from central banks, monetary authorities and reserve management agencies of ADB member countries, development institutions, the private sector, credit rating agencies, and asset management companies.
In his opening remarks, Deputy Governor Nguyen Ngoc Canh emphasized the need to enhance proactiveness, flexibility and efficiency in foreign exchange reserve management in response to rapid and unpredictable developments in the global economy and financial markets.
According to the Deputy Governor, changes in global trade, supply chains, interest rate conditions and financial markets, together with geopolitical developments, climate change and rapid technological advances, are creating new challenges for central banks and foreign exchange reserve management authorities. For Vietnam, an economy with a high degree of openness and increasingly deep integration into the global economy, external developments can have significant impacts on capital flows, exchange rates, inflation, liquidity, and macroeconomic and financial stability.
In this context, the SBV has operated monetary policy proactively and flexibly, in close collaboration with fiscal policy and other macro policies, to control inflation, maintain macroeconomic stability and support economic growth. In particular, building up foreign exchange reserves when market conditions are favorable and maintaining them at adequate and sustainable levels help Vietnam strengthen its capacity to withstand external shocks and maintain macroeconomic and financial stability.
The Deputy Governor expressed his confidence that the Forum would provide an opportunity for participants to share experience and exchange practical insights on foreign exchange reserve management, technology applications and risk management, thereby helping strengthen management capacity and adaptability to fluctuations in the global economic and financial environment.
