Press release on issuance of Circular No. 17/2021/TT-NHNN
Hanoi, November 16, 2021 – The Governor of the State Bank of Vietnam (SBV) has issued Circular No. 17/2021/TT-NHNN amending and supplementing a number of Articles of Circular No. 19/2016/TT-NHNN dated June 30, 2016 issued by the SBV Governor regulating the banking card operations (as previously amended and supplemented by Circular No. 30/2016/TT-NHNN dated October 14, 2016, Circular No. 26/2017/TT-NHNN dated December 29, 2017, Circular No. 41/2018/TT-NHNN dated December 28, 2018, Circular No 28/2019/TT-NHNN dated December 25, 2019, Circular No. 22/2020/TT-NHNN dated December 31, 2020).
The issuance of this Circular is aimed to address the emerging issues in the field of bank card operations in order to meet the new requirements from the market development, the trend of digitized banking and payment services, thus facilitating bank customers to access and open bank cards online via digital channels, which helps to prevent COVID transmission.
This Circular is composed of three (03) Articles:
Article 1: Amending and supplementing a number of Articles of Circular No. 19/2016/TT-NHNN.
Article 2: Responsibilities for implementation arrangements.
Article 3: Enforcement.
The Circular will take effect from January 1, 2022.
