Press Release on the issuance of Circular No.26/2019/TT-NHNN
Hanoi, December 23, 2019 – The Governor of the State Bank of Vietnam (SBV) has issued Circular No. 26/2019/TT-NHNN amending and supplementing a number of articles of the Regulations on granting, using and management of the bank identification numbers (BIN), which were promulgated as attachment to Decision No.38/2007/QD-NHNN dated October 30, 2007 of the SBV Governor.
The issuance of the new Circular is based on the agreement between the SBV and the relevant agencies with the aims of: (i) Ensuring compliance with the applicable laws, especially the legal documents on bank card payment operations; (ii) Providing guidance for granting, using and management of the bank identification numbers (BIN) with a view to meeting the procedures for granting 3rd level BIN; (iii) Amending and supplementing a number of substances which are no longer suitable in the Regulations on BIN in order to better meet the practical requirements of granting, using and management of BIN.
The new Circular is composed of 4 Articles as follows:
Article 1: amending and supplementing a number of articles of the Regulations on granting, using and management of bank identification numbers (BIN), which were promulgated as attachment to Decision No.38/2007/QD-NHNN dated October 30, 2007 of the SBV Governor.

The new Circular takes effect from March 1, 2020.
