On July 17, 2025, Deputy Governor Pham Tien Dzung of the State Bank of Vietnam (SBV) had a meeting with a mission of senior leaders from BNP Paribas. The meeting was also attended by leaders and representatives of several SBV entities, including: the Foreign Exchange Management Department, the Department of Banking System Safety, the Department of Credit for Economic Sectors, and the International Cooperation Department.
On the BNP Paribas’s side, there was Mr. Peter Chen, Managing Director, Head of Official Institutions Coverage for Asia Pacific and Head of Financial Institutions Coverage for Southeast Asia; Mr. Lim Tho Kin, Head of Banks and Intermediaries Coverage for Southeast Asia; and Ms. Loan Pham, CEO of BNP Paribas Ho Chi Minh City branch, and Head of Territory for Vietnam.
SBV Deputy Governor Pham Tien Dzung and the members of BNP Paribas mission discussed on a number of significant topics, including the application of artificial intelligence (AI) in the banking sector; the establishment and development of international financial centers; and the development of a green taxonomy. In addition, the two sides also talked about the orientations for the cooperation between the SBV and BNP Paribas in the coming time.

At the meeting, Mr. Peter Chen and other members of BNP Paribas mission shared about the good practices and key trends in the establishment and development of financial centers. Accordingly, it is necessary to identify clearly the unique advantages of the economy, and build corresponding strategies and policies and attract investment.
Emphasizing the importance of sharing international experience in the process of developing policies at the SBV, not only on international financial centers but also related to many other important topics, including the application of AI in the banking sector, the development of application of a green taxonomy, etc., Deputy Governor Pham Tien Dzung suggested that BNP Paribas continue to actively exchange, share information with and support the SBV in the development of appropriate legal frameworks for those topics.
An overview of the meeting
Acknowledging the positive role of BNP Paribas during its 30 years of presence in Vietnam, contributing to the national economic development, Deputy Governor Pham Tien affirmed that the SBV is always ready to create favorable conditions for the bank to operate effectively, receive equal treatment with all domestic and international banking and financial institutions, in accordance with the provisions of law, the strengths, resources and capacity of the parties.
