On July 11, 2018, at the headquarters of the State Bank of Vietnam (SBV), Deputy Governor Dao Minh Tu had a meeting with Mr. Tetsuo Konaka, Chief Representative of Japan International Cooperation Agency (JICA) Vietnam Office.

Also attending the meeting were Mr. Shu Kitamura, Vice Chief Representative of JICA Vietnam Office. On the SBV’s side, there were representatives from the International Cooperation Department, the Issue and Vault Department, the National Banknote Printing Plant, NH09 Project Management Unit and other relevant entities.
At the meeting, Deputy Governor Dao Minh Tu welcomed the working visit of the JICA’s delegation to the SBV, and congratulated Mr. Tetsuo Konaka on his new appointment as Chief Representative of JICA Vietnam Office. On behalf of the SBV’s Board of Management, the Deputy Governor emphasized that Japan is always among Vietnam’s most important partners. He expressed his sincere thanks to the Government of Japan and JICA for having supported Vietnam in the process of developing the economy over the past time. He said that the cooperation between Vietnam and Japan is typical of a comprehensive, durable and extensive cooperative relationship. The year of 2018 also marks the 45th anniversary of the establishment of diplomatic ties between the two countries.

Deputy Governor Dao Minh Tu asserted that the technical assistance projects from JICA have contributed to helping the SBV improve its capacity in the key areas as a central bank, such as monetary policies, statistics and forecasts, inspection and supervision, issue and vault, etc.
For his part, Mr. Tetsuo Konaka, Chief Representative of JICA Vietnam Office thanked the SBV Deputy Governor and the relevant entities for having coordinated with him and JICA Vietnam Office to implement the TA projects over the past time. He also mentioned the encouraging results in the implementation of those projects. Currently, JICA is supporting the SBV to implement the TA Project on building the SBV’s capacity in the fields of monetary policy, economic analysis and forecasts during 2017-2019 period, with the objectives of enhancing the knowledge, the skills of analyzing, forecasting the economy and making policies for the SBV officials, thereby helping the SBV improve its capacity of managing the monetary policy in a flexible and effective manner, contributing greatly to stabilizing the macro-economy and supporting sustainable economic growth.

Moreover, the Government of Japan, through JICA, had also strongly supported Vietnam through the funding for the three phases of the Small and Medium-sized Enterprises Finance Project; co-funded with the WB in several other programs implemented in Vietnam. These projects have provided valuable financial resources for the Government of Vietnam in the process of developing the socio-economy in general, and the growth of the finance and banking sector in particular.
The SBV Deputy Governor expressed his beliefs that, in his new position, Mr. Tetsuo Konaka would continue to support the SBV in the implementation of the technical assistance and other projects in the banking sector.
