The State Bank of Vietnam (SBV) issued Document No. 10441/NHNN-TT on December 25, 2017 to request card payment service providers to enhance their ATM service quality for year-end and on the occasion of the Lunar New Year of the Dog.
Accordingly, in order to improve the ATM service quality to meet the customers’ needs of cash withdrawal through the ATMs toward the 2017 year-end and on the occasion of the Lunar New Year of the Dog, the SBV required card payment service providers to focus on implementing the following substances:
(i) Strictly implementing the SBV’s requirements as stated in Document No. 10303/NHNN-TT dated December 20, 2017;
(ii) Constantly supervising the operations of the ATM network (especially in the industrial parks, export processing zones, and densely populated areas with high demands of cash withdrawal) to proactively detect and promptly solve any technical problems, and ensure the stable, continuous and smooth operations of the ATM network;
(iii) Proactively formulating plans of filling cash on the ATMs, being constantly prepared in terms of human resources and cash for timely and adequate funds for ATMs;
(iv) Enhancing the operations of mobile ATMs in areas where the ATMs are overloaded (for card payment service providers equipped with mobile ATMs);
(v) Proactively working with the enterprises to adjust the time of salary and wage payments reasonably in order to reduce the pressure of cash withdrawals through ATMs in the industrial parks and export processing zones;
(vi) Developing a contingency plan of direct cash payment in order to promptly meet the demands for salary/wage and bonus payments for the Tet holiday in the areas where the ATMs are overloaded;
(vii) Providing information and communication to instruct the customers to use non-cash payment services in order to reduce the pressure on the ATMs.
