The Governor of the State Bank of Vietnam (SBV) issued Circular No. 47/2014/TT-NHNN on December 31 on stipulating technical requirements of ensuring security for bank card payment equipments.
The issuance of the Circular aims at guiding the implementation and maintenance of the system of bank card payment equipments and customers’ information protection.
The Circular including 6 Chapters and 23 Articles stipulates following main technical requirements:
- Managing and designing network model for bank card payment; developing and maintaining equipments and software for bank card payment; managing and controlling the access to the system of bank card payment.
- Installing and ensuring physical safety for ATMs; technical requirements of software, transmission and security management of ATM system.
- Installing and ensuring physical safety for POSs; specific regulations for mPOSs.
- Protecting bank card data, procedures of controlling bank card data in order to prevent from information loss and maintain service quality.
The implementers of the Circular are card issuers, card payment service providers and payment intermediate institutions using card payment equipments.
The Circular will take effect from April 1, 2015.
