Press Release on issuance of Circular No.01/2021/TT-NHNN
Hanoi, March 31, 2021 – The Governor of the State Bank of Vietnam (SBV) issued Circular No. 01/2021/TT-NHNN stipulating the issuance of domestic promissory notes, bills, certificates of deposits and bonds of the credit institutions and the foreign bank branches. Accordingly, Circular No.34/2013/TT-NHNN dated December 31, 2013 of the SBV Governor stipulating the issuance of domestic promissory notes, bills, certificates of deposits and bonds of the credit institutions and the foreign bank branches, and Circular No. 33/2019/TT-NHNN amending and supplementing a number of articles of Circular No.34/2013/TT-NHNN will cease to be effective.
The new Circular is composed of 21 Articles with the main substances as follows: the scope; the subjects of application; the issuers of valuable papers; the buyers of valuable papers; Interpretation of terms; Forms of issuance; Currencies for the issuances and payments; Denomination of valuable papers; Interest rates; Maturities, the issuing dates and due dates of valuable papers; Principles in issuing promissory notes, bills, certificates of deposits; Principles in issuing bonds; Requirements for issuing convertible bonds, bonds with warrants; Procedures on the issuance and payment of valuable papers; Re-purchasing of bonds before their maturity, bond swaps; Use of valuable papers as collaterals; Transferring of the ownership of valuable papers and handling with risks; Payments of valuable papers; Internal regulations; Enforcement; Implementation.
The new Circular will take effect from May 175, 2021.
