On March 20, 2026, at the headquarters of the State Bank of Vietnam (SBV), Deputy Governor Nguyen Ngoc Canh met with Ambassador Patrick Hemmer of the Grand Duchy of Luxembourg, along with representatives from the Luxembourg Embassy and the Financial Technology Transfer Agency (ATTF).

At the meeting, Deputy Governor Nguyen Ngoc Canh affirmed that the SBV highly appreciates the support and cooperation extended by Luxembourg to the SBV and Vietnamese commercial banks since 2001. He noted that the cooperative relationship between Vietnam and Luxembourg in the financial and banking sector stands out as a highlight of the bilateral relations between the two countries, particularly in training and developing high-quality human resources for Vietnam’s banking sector.
Discussing the ATTF’s training programs, the Deputy Governor acknowledged that these are among the most exemplary international cooperation initiatives, with both strategic significance and practical effectiveness for Vietnam’s banking industry. In particular, the “Key Skills in Commercial Banking Management” program, which has been implemented annually since 2005, has become a core training component with a high level of standardization, contributing to the establishment of an international-standard training model in Vietnam.
Given these practical benefits, Deputy Governor Nguyen Ngoc Canh proposed that the Government of Luxembourg and the ATTF continue maintaining the program in the coming years, while further enhancing its quality by updating topics such as digital transformation, fintech, and risk management in line with Basel and IFRS standards. He also suggested that Luxembourg and the ATTF provide additional technical assistance and training for Vietnam in modern banking areas, including data science and analytics, artificial intelligence applications in banking, risk management, and sustainable finance.

For his part, Ambassador Patrick Hemmer congratulated Vietnam on its plan to establish the international financial centers in Ho Chi Minh City and Da Nang. He also shared valuable experiences in capacity building and emphasized that focusing on training in modern banking fields is a step in the right direction.
In closing, Deputy Governor Nguyen Ngoc Canh reaffirmed the SBV’s commitment to close coordination with Luxembourg partners to strengthen the bilateral cooperation in finance and banking. He expressed confidence that this partnership will continue to grow, contributing to the sustainable development goals of both countries.
