On July 22, 2026, in Ho Chi Minh City, Mr. Nguyen Ngoc Canh, Deputy Governor of the State Bank of Vietnam (SBV), attended a ceremony to announce and present the SBV Governor's decisions appointing the leadership of the Ho Chi Minh City University of Banking (HUB).

Overview of the ceremony
At the ceremony, a representative of the SBV Organization and Personnel Department announced the SBV Governor’s decisions on the appointment of the University’s leadership.
Accordingly, Prof. Dr. Nguyen Duc Trung was reappointed as Rector of HUB for a five-year term commencing on July 15, 2026. He previously served as Rector of the University during the 2020-2025 term.
In addition, the SBV Governor also appointed:
Assoc. Prof. Dr. Doan Thanh Ha as Vice Rector, effectively from July 15, 2026. He previously served as Vice Chairman of the University Council.
Dr. Nguyen Tran Phuc as Vice Rector, effectively from July 15, 2026. He previously served as Vice Rector during the 2020-2025 term.
Assoc. Prof. Dr. Ha Thi Thieu Dao as Vice Rector, effectively from July 15, 2026. She previously served as Vice Rector during the 2020-2025 term.

Speaking at the ceremony, Deputy Governor Nguyen Ngoc Canh congratulated the newly appointed Rector and Vice Rectors, noting that their appointments reflected the trust and confidence of the SBV Board of Management and the Personnel Board of the SBV Party Committee. He also congratulated HUB on its achievements during the 2025–2026 academic year.

Building on the University’s accomplishments, the Deputy Governor requested the University’s Board of Rectors to focus on four key priorities:
First, transform the University’s training approach from emphasizing quantity to pursuing excellence in education and training.
Second, take the lead in developing HUB into a comprehensive smart university by leveraging artificial intelligence (AI) and big data to analyze learning needs, personalize learning pathways, and optimize the student experience, while further expanding academic programs in FinTech, Insurance Technology (InsurTech), Data Technology, Artificial Intelligence, Cybersecurity, Digital Banking, and Blockchain.
Third, proactively re-orient scientific research toward the development of strong research groups and high-impact studies capable of providing practical policy recommendations to the State Bank of Vietnam in the formulation and implementation of macroeconomic and monetary policies.
Fourth, maximize institutional autonomy while strengthening accountability at both the organizational and individual levels.
The Deputy Governor expressed his confidence that the HUB Board of Rectors would continue to leverage its experience, expertise, and spirit of solidarity to inspire innovation and creativity among faculty members, staff, and students, leading the University into a new stage of development.

Speaking on behalf of the newly appointed leadership, Prof. Dr. Nguyen Duc Trung expressed his sincere gratitude to the SBV Board of Management for their trust and confidence. He affirmed that the University’s Board of Rectors would continue to foster solidarity, improve the quality of education and scientific research, strictly comply with the Party’s guidelines, the State’s laws, and the SBV’s directions, and work together with all faculty members and staff to successfully fulfill the University’s assigned tasks.
