On November 17, 2020, the State Bank of Vietnam (SBV) organized a seminar on "Strengthening cooperation among credit institutions (CIs) in training and fostering human resources for the Vietnamese banking system". This Seminar was chaired by SBV Deputy Governor Nguyen Kim Anh, with the participation of representatives from the SBV departments, the Vietnam Banks' Association (VNBA) and several commercial banks.
In his opening remarks, SBV Deputy Governor Nguyen Kim Anh stressed "Over the past years, the banking sector has been playing a vital role in the economy. In general, the credit institutions have grown strongly both in the size and the quality of operations. That development has been achieved partly thanks to the great contributions of the human resource development within the banking sector. However, despite certain successes achieved from the role of the lifeblood of the economy, the banking sector is still facing many challenges that may significantly affect its long-term sustainable growth, such as the changes of the world economy and the domestic economy, the fierce competition of foreign banks and FinTech companies, etc. Although possessing relatively well qualified human resources, the banking sector still has many limitations and shortcomings in meeting the increasing requirements for the quality of human resources. For instance, the number of highly qualified human resources at the SBV and the CIs is still limited; the professionalism of the banking staff in a number of positions is not high; the number as well as qualifications of the information technology officers in the banking sector in general and the technology know-how among banking staff are still limited.
In order to overcome the above-mentioned challenges and maintain the rapid and sustainable development momentum, the SBV recognizes that it is necessary to focus and prioritize the development of human resources for the sector. Hence, it is necessary to continue to pay more attention to the training and retraining tasks.
The SBV Deputy Governor requested that the seminar focus on discussing and evaluating in-depth some fundamental substances such as: Agreeing on the tasks for the implementation of Decision No. 1537/QD-NHNN approving the Work Plan to implement the Banking sector’s Plan of Action on the Development Strategy of Vietnam Banking Sector to 2025, with Orientations to 2030; Identifying the objectives, contents, activities and areas that require better connection and cooperation among the human resource training institutions in order to successfully implement Decision 1537, while improving the quality of human resources within the commercial banks; Building an effective coordination, association and cooperation mechanism between the human resource training institutions of the banking sector; Sharing the management experience and organizing internal training among the training institutions.
At the seminar, there were several presentations and recommendations focusing on the topics of: Overview of human resources in the banking system; the necessity and measures to promote the linkages and cooperation among the human resource training institutions to implement the Development Strategy of Vietnam Banking Sector to 2025, with Orientations to 2030 in the area of Human Resource Development; reforms of the training organization and management and the need for coordinated training operations in the banking system; Cooperation among the human resource training institutions in the banking industry; Standardized training courses for professional banking positions: the roles of the public sector and commercial banks in Vietnam; Identifying the key positions and areas of expertise that reflect the performance of banks in association with the development of the capacity frameworks and training programs, etc.
During the seminar, under the witness of Deputy Governor Nguyen Kim Anh, the SBV Banking Training School, the VNBA Training Center, the BIDV’s Training and Research Institute, Vietcombank Training and Human Resource Development School, Vietinbank Training and Human Resource Development School, Agribank Staff Training School signed a Joint Cooperation Agreement on "Strengthening cooperation among the banking training institutions in training and fostering human resources for the Vietnamese banking system".

The Agreement aims to develop trustworthy relationships, creating an effective cooperation framework among the parties to exchange information, experiences and coordinate the implementation of the Work Plan of the Banking sector to implement the Plan of Action on the Development Strategy of Vietnam Banking Sector to 2025, with Orientations to 2030 in the area of Human resource development and training programs, thereby helping to enhance the quality of human resources of the parties in particular and of the banking system in general.
